Leonard Cezair was a French designer, that is believed to have been based out of Miami some time during the 1990s, our research shows. His pieces are very hard to come by, with each piece being a couture item and so totally unique, including this beautiful blue gown. This chiffon and silk piece is floaty and a couture fit, so could be tailored for some extra figure hugging.
